JD 2510 diesel with ? valve problem

Got an old tractor (new to me) that is sucking through the exhaust. When I turned it over by hand, there were no valves sticking. I pulled the head off and there are no burnt valves. I am planning to rebuild it but need some help determining the problem. Any suggestions?
