Sounds like it has to be the front breaks if the back tires spin and it still goes nowhere ... so definately not the parking break.
I'd start with a visual of the calipers in front ... there might be something obiously wrong when you look at them...
A collapsed hose would mean that it would pull to one side ... well, unless they both collapsed at the same time, but I wouldn't bet on that ...
