Seriously, I believe you may have found an honest repair shop. Check with people who have used their services. I have found two in my neighborhood who are very reliable and honest who do not throw out estimates carelessly and i would be suspicious if they did. When i did repair work i avoided jobs which placed me into a position that i could not recover my costs and yet do a good job. Sometimes you just have to trust your shop. I agree you may be able to repair the starter as it is a simple bench job in many cases although testing equipment is very helpful.
