Along with Steven's advice, look for mud buildup, especially at the rockshaft end of the cable. Could be frozen dirt holding it. If you can disconnect both ends and get one end in a drill, spray it with WD40 and spin it, pulling it back and forth. If it is free, use diesel fuel on it- stays free longer than WD40, because of the lubricity of the fuel. Otherwise it's new cable time.
