DB995 Hydraulic problems

The three point or the loader on my 995 are not working at all. I have already gone through the control valve and it bench tested ok. My question is.. I have 2600 psi at the pump. The relief valve on the control valve is opening properly at 2500 psi. Is the relief valve on the pump stuck closed allowing too much pressure to the control valve and just dumping all the pressure? I wanted to ask someone with more experience than me before I dove into that pto housing. Everything I read in my manuals talks about not enough pressure out of the pump relief valve not too much.
