Case 380 L/L quit running

As I was working today with my Case 380 (David Brown) it quit running as if it ran out of fuel. The temp was about 30 F and it had #2 fuel in it from this fall, so my first assumption was that it gelled up. I replaced the filters (which looked ok - no gel) and checked fuel flow at the injection pump which seems ok, but it still won't start. What should I look for now? This is my first diesel tractor and I'm at a loss for what to check. Can the fuel shut-off cause this - it's a manual cable pull system?
