I agree with Bob/Ont. A plugged vent in the cap or an incorrect cap will produce the results you describe. It is pretty sure fuel is the problem since you described a reaction briefly when the choke is pulled. A bad coil/condensor would most likely not respond to the choke treatment.
Try loosening the fuel cap and note the results.
