Massey 1080 engine problems????

I recently bought a 1080 and have noticed a few problems. The first is when you are driving the tractor and go down a hill the tractor will not hold itself back. The tractor starts fine and does not seem to use any oil, and shifts fine. The second problem is with the aux. hydraulics.It does not work- lift and PTO work fine. any suggestions would be appreciated. Thanks Byron
