Model H Carb

A cust brought me a carb off an H in for a cleaning. He put it on his tractor and it was flooding out. He brought the tractor in and it will only run smooth with the idle screw out. Every oriface appears to be clean. Does anyone have any ideas for me as to what is causing this.
