It will help get the fuel to the fuel transfer pump on the Injection pump if the tank is mounted such that the fuel level can be much lower than the injection pump. If the tank is mounted high and the fuel level can never get as low as the transfer pump you wouldn't need it.Also if the fuel level is lower than the pump, air can be picked up at any leaks in the line and a fuel return line is very important as a small amount of fuel is always returned to the tank and will carry any air back with it.
