I'm afraid I don't know what the tractor is from the numbers, but if the oil pump is driven by the distributor shaft you can remove the distributor and spin the oil pump shaft with a screw driver. I use an old shaft from a distributor, with a piece of hose over the end to align the shaft on the oil pump's shaft, in my electric drill, but I just did it with a screw driver on my 1988 GMC Safari V6 by hand. You could make one out of anything that will fit in the oil pump's drive on one end and your drill on the other, but you will need something like a hose that will slip over it to keep it on the shaft of the oil pump. If that doesn't raise the pressure, check the pressure relief valve, if that is open or weak you might have a problem with the oil pump.
