Check the hoses very carefully from the Turbo outlet to the intake. Sounds like you have a Blown hose and your turbo is dumping all the air.
Transfer pump fuel pressure should be at or near 35 psi at the filter head.
If it is a dead head fuel system it will be about 65psi. A dead head has no fuel return lines in the fuel system.
