It depends on what you want to spend and how much time you want it to take. You could do it with a little siphon blaster, but it will take a long time. If you're not planning on disassembling the tractor completely, I wouldn't suggest sandblasting it. That sand will get everywhere and stay there forever, despite any attemps made to mask parts off and keep it out of the areas you don't want it. Good results can be achieved with a power washer, some paint and decal remover, and a good supply of elbow grease. You'll have to have any dirt or grease off before sandblasting anyway, as it doesn't come off to well while blasting, and you generally end up pushing it from one place to another.
