I agree with the contingent that says you don't have enough tonuge weight and/or the tow vehicle is too light for the trailer. What are you pulling with? If the tow vehicle is too light to handle the tongue weight (half-ton pick-up by chance?) it may just look like too much weight. Based on my experience, and conversations I've had, and towing guides I've read, these symptoms are more likely from too little tongue weight than too much. Or, the trailer alignment is not good.
