Correctly built trailers have the axles centerd 2/3 of the way back. That is, on a 20 foot long trailer, the wheels should be at 13 feet 4 inches. That should make for a good pulling trailer. I'm not sure what the tongue weight is supposed to be in relation to the rest of the trailer, but I bet there is one. When loaded, putting the weight farther to the back should overcome any extra tongue weight problems.
