I can not comment on that engine specifically but my experience with diesels say they have to be hot and worked. Most older diesels will never get to operating temperature or run worth a darn unless they are worked hard. I would make sure it has a thermostat installed, good oil pressure with clean oil, and put it to hard work and then evaluate how it is doing. A few sparks emitted from the stack is not uncommon.
