You've got yourself a Massey Harris model 20, Gas Rowcrop (hence the GR designation in the serial number). They were made from '47-'48. The F400 on the engine block ID's the engine series which is a flathead 4-cylinder Continental engine, probably a 124 cubic inch version (but it might be the 140 size possibly). It was replaced in the Massey lineup later by the model 22 which was pretty much the same tractor.
