I've had excellent results cleaning an old tank out with plain old vinegar. Plug the holes, remove any aluminum parts and fill it up past the bad spots or full. Cheap vinegar works fine. Let it set for a WEEK then drain it. The leftover stuff will kill most weeds and grass. Then you can add a short length of chain, handfull of small rocks, etc and shake it up. I didn't seal mine and it worked, yours may need sealing if it has lots of pin holes.
