If you are going to have a concrete floor, go ahead and have your contractor pour a monolith slab with a vapor barrier and the two inch extruded insulation. Use re rod and the fiber mesh. Then build a stick built shop. You can finish it off at any level that you wish. If you decide to finish the thing off to live in you will be money ahead.
