I've been working on a little herk too.It sounds like your choke fuel hole is blocked in the carb.People who make there own carb gasket don't allways realize that there should be a hole for the gas to go through.This hole affects the air preasure in the carb too.When the choke is open this same hole lets in air and makes the rest of the carb work better.
