Lenny, search the web under Conservation Reserve Program. The USDA has a site detailing what the program entails, eligibility requirements and so on. You will quickly see that there are lots of requirements that must be met for ground to be accepted into the CRP program. It is not simply a program that any farmer can put his ground in and receive "free money". There is much better and more detailed info on that site than what has been posted on here, including by me.
