Steven has it right- it's a national USDA program, similar to the Soil Bank of the 50s-60s. Release for haying is always a joke- by the time the govt gets around to that, it is late summer, and the 'crop' is nothing but woody stems with no feed value, although the release usually lowers the overall hay price. Usual release time is when Midwest farmers are between second and third cutting on real hay fields.Biggest laugh was many years ago when stock market analyst of machine companies said he expected mower and rake sales to increase because USDA (is that Usda or Uffda!) had allowed haying on CRP land.
