Conservation Reserve Program is what it is here in North Dakota. It was a program to take highly erodible farmland out of production by seeding it to grass. Wind and water erosion were a huge problem not too long ago and this was the government's way of taking the land out of farming. You sign up for it, it is approved, you seed to grass, and you receive a gov't payment every year for having it in the program. Generally last 10 years, then you can opt to put it back in for another 10.

CRP is opened on disaster years for haying, the person haying it makes the payment to the owner and the gov't pays nothing then. This year donating hay was an option and most did that. Then the owner still gets the gov't payment.
