I agree with Scotty. Adding to his comments, some tractors have fixed high speed jets, so adjustment of the mixture with a screw is not an option. You are correct in that a higher float setting will richen the mixture. Your tractor running rich, something new? Was it OK before? If a newly purchased machine, perhaps some misguided person enlarged the (perhaps fixed) high speed jet. Not something to try at home! Finally, a weak ignition system will sometimes appear as running too rich
