OK, let's figure this out. Pressure is ok when level. Therefore pump is ok. Oil pressure drops when going downhill. Most likely answer is that you are not getting enough oil to the pump. The first thing I would do is to try the cheap fix. Change the oil and filter. Then repeat the hill test. The only thing not obvious that changes on a downslope is that rod bearings get sloppy because the engine is braking instead of pulling. Are you hearing a bunch of knocking when going downhill?
