JD 1010 Steering Clutch

I have a JD 1010. The steering clutch on the left side does not work in forward but works fine in reverse gear. When you pull back on the lever nothing happens when in forward gear, the clutch brake does not even come on when pulled right back. Can anyone suggest anything? Dave
