Yes, it seems that it has locked as you say, however that isn't the only problem. Before jacking it all the way up and hitting the lock, the hydraulics were acting funny. I pulled the lift lever back to raise the shredder and nothing happened. Then I pumped the lever back and forth, and finally pulling it all the way back. It sat like that for about 5-8 seconds and then the shredder came up. Once it started to come up, it came up pretty fast (i.e. like you would expect it to, no slow or sluggish). Dropped it back down again and tried to raise it. Once again, it did not come up when the lever was pulled back, only after pumping the lever again did it come up and again after a long delay...(this time to the lock, evidently). Hope that makes sense ;-)
