Mike,your tractor should steer easily sitting still.Check hyd. pressure with a gauge,it should be 2250 psi.IF tractor has remote hyd. just plug gauge in outlet and move lever,if not you will have to tie into pressure side of hyd on right side of tractor.On internal leak rockshaft valves are a common place for int.leak.Take trans oil filler cap off,with engine running,rockshaft up look inside housing for vapors or spraying oil.Invest in tech manual.Jim B
