I just went through this on my Ford. Search the archives here and you will find many ideas and products to clean and seal the tank. I did not have the time to go through the process myself so I pulled the tank, took it to a radiator shop and had it "rotted out" and then a sealer applied. Cost me $45. Tank looks great now.
