Perhaps it was mentioned as torque at the drawbar and not at the PTO. Would you pull a 4 bottom plow with your chevy pickup with a 350 engine? That has 350 ft-lbs of torque. It's all about gearing and relative ground speed to engine speed. The ability to pull a drawn implement, not produce the torque on a dyno. I think.
