These simple tests may save a trip to town. Disconnect the wire(s) including the high tension lead. With your ohmmeter measure the resistance between the primary terminals. This should read low, maybe one to five ohms, but not a dead short(or extremly high). Measure between the minus terminal and the high tension contact. The reading should be several thousand(k) ohms but not open. With a pri./ sec. ratio of 1 to 10k-15k you should have a 'functioning' transformer. Be aware of coils with internal current limiting resistors. These will have somwhat higher primary reading.
