IH 454 power steering

Hi guys - I posted this on the IH board and got not ary a response. So lets try some of the greatest minds in antique machinery. A friend has an IH 454 with power steering. It developed a very sensitive feel in the steering. The slightest movement to the steering wheel will sent the front wheels to the extreme position. The steering unit in the dash and the two way cylinder at the front have both been rebuilt by the local IH dealer but the problem still exists. Any ideas? Thanks!
