Depending on conditions, duals are sometimes needed on 90-120 HP tractors and almost always on larger. Weight on a 2 wheel drive should be roughly 80% rear and 20% front. A small amount of slippage is good-10% or so. Weight on a front wheel assist is (I not exactly sure) but I think it is 60/40.
Usually there is liquid (or cast weights) in the mains and the duals are dry. This is usually adaquate and if it slipps add more weight. The front only needs enough weight to steer--on the road and in the field.
