Depends on who is doing the numbering, there is no uniform standard. Some are in thousandths of an inch, some are in hundredths of a millimeter, some are in drill bit number size, and some are calibrated for fuel flow in the manufacturers test rig. You can get a pretty good idea if they are by hole size by very carefully comparing them with a set of number 61 to 80 drill bits. Check to see if the number might be the bit size or it's equivalent in thousandths of an inch or hundredths of a millimeter.
