YES, they should be allowed, there are many elerly people that would not be able to attend shows with out them. I purchased a cart a couple of week ago so that my 81 year old father and my 76 year old mother could use it at the shows, we usually take 2 of his tractors to exhibit and I have no problem with taking a using a cart if it assists them and they can get enjoyment out of something that they otherwise would not be able to see. I do not enjoy to see the 4 or 6 wheelers at the shows but I do not know the reason that they are being used instead of carts therefore I say to each his own. Safety must be observed and a low speed maintained. I do not let my kids drive the cart at a show. But I am a firm believer in them and if they are not allowed we will not be attending or displaying tractors at those shows.
