If the rpm is kept somewhere in the range of a tractor engine, say around 2000 rpm the horsepower wouldn't be as great as if the engine was allowed to run up to say 4 or 5000 rpm. Probably more than the tracrtor engine, but not so much as to really over stress the tractor drive line if a reasonably sized tractor was used.
