the best thing i have found for rusty roofing tin(& truck floorboards & bed floors)is Alumaseal trailer topping(for mobile homes)...is oil based & seals rust fine(you can thin with kerosene)...also comes in a fibered version that seals pinholes...are quite a few brandnames(for same stuff)out there & is available at most building supply houses...can apply with a roller or small pushbroom(lots easier than bending over & using a brush)...just be sure to stir well as the aluminum flakes settle out...
