Kubota L2550 Problem or no problem?

I have been looking at a used tractor with the problems below. I an not sure if they are big or little problems. The tractor seems clean

1. The Steering wheel spins about 1/3 a turn without wheels moving. The play is located in the gears in front not in wheel itself.

2.The loader will not lift tractor front off the ground, with down pressure, when curling the bucket.

3. The clutch grabs when released.
