4030 brake chatter

I have an early 4030 that has a lot of brake chatter in both pedals. Could it be just air in the system? I have good clean Hytrans in there with no indication of brake linings (or bits of them) coming loose. I read in the manual that there should be a brake accumulator somewhere but it does not show where it is or what it looks like. It said it might need recharging. Any advice? The pedals push down with little effort but just chatter. It still stops good. Maybe its just air. Help!
