It doesn't work that way. The energy was given off when the oxygen and hydrogen bonded. The water absorbs, not supplys energy when split into it's elements. As for water adding power it doesn't on it's own. It's ability to absorb large amounts of heat and expand 1725 times when it changes state to vapour is what it does. Water injection cools combustion enough to #1 allow more air/fuel to be burned without melting metal or #2 allows more compression/boost/timing advance which makes power.
