belt driven governor speed

I have a belt driven governor that I think came off a Wisconsin engine. It seems to be in good shape. I'd like to use it on a 6 cyl. gm engine that I'm using on an experimental project. I'd like the gm engine to run at approx. 2400 rpm under load. Is the governor set up for a specific rpm through the belt drive? Do I need to find out the Wisconsin rpm and pulley size and calculate a new pulley size to get this to work or can I change springs or ???
