At the risk of over simplifying this, a CDL is a commercial drivers license. If you are not a driver for hire (or profit/business) you don't need one unless you home state of license requires it for "light duty" vehicles like pickup. The basic rules apply to crossing state lines (interstate) but intrastate hauling is a state decision. Generally if you are just passing through and under 26,000, licensed non commercial, and not hauling 15 or more passengers or haz mat you are just another car. If you haul for hire then all the weight stuff comes in to play. Example: I have a class B CDL and class D (KY) operators license. When I drive a school bus at 29020# I'm on my class B. When I'm driving my pickup with trailer and a CGVW of 31,000 I'm on my regular drivers license, in state (and I stay there if I'm over 26,000). A Kentucky farm truck plate is good to 38,000 and no plate required on the trailer.
