Governor problem with Simms injector pump on Ford 6000

I have intermittent speed control problems with my ford 6000 diesel. When under a load, pulling something or running the pto, the tractor runs at the speed that the throttle is set at. But when the load is removed the engine wants to rev way up. When it's doing this the throttle linkage by the pump can be moved all the way to the idle position with no change. Can anyone tell me if the governor is something that can be serviced myself or does the pump need to be sent to a shop? Thanks, LB
