Just thinking out loud here so I may be way off base. How about a gal. of carb. cleaner that NAPA sells for about $13.00? I know it will dissolve crud in carbs, but have never tried it in a fuel tank. Possibly you could even thin it down some if needed. It is a type of acid I think. You may want to try this only if your tank is beyond saving as is. Good luck.
