Sven's exactly right which is why most people who use any kind of block heater will tend to put it onto a warm engine. The cooling coolant will tend to circulate somewhat rather than sit still and burn. Cold coolant will be more sluggish and tend to stay still. They also make a magnetic heater you might look into. On a tractor you can slap it right onto the oil pan and warm that up, then move it near the starter for a few minutes and then maybe on the battery box for a few minutes and then crank 'er right up. Or just leave it on the side of the block all night.
