Dave - An alternator doesn't care which way it spins - it'll make electricity spinning in either direction. The cooling fan will not be quite as efficient when spinning backward, but that's generally not a problem on a tractor.

Presuming your wiring and the alternator are OK, the reason it's not charging is probably that it's not spinning fast enough. Try running the engine at full RPM to "turn on" the regulator - it should then continue to charge after you slow back down. If that doesn't work, install a smaller pulley on the alternator.
