Milky is moisture in the oil. Run tractor if every thing works flush system and replace with clean good grade of oil. If been setting may have rust in top of housings. I worked on an 800 ford that the lever was seized up on the 3- point hitch from milky oil(rusted from lack of use). Disassembled and cleaned and it worked like new.
Try to determine how moisture got in oil.
