MF 188 IPTO Clutch slipping

I Have a problem with the Independent PTO on a 1974 MF 188. The PTO will engage and run an implement under load, but after a while the clutch begins to slip.
I have replaced the Multi-power (auxillary)pump that supplies the IPTO pack and the Spool valve on the IPTO pack together with all seals and the plates in clutch pack allto no avail.
The PTO is free to turn by hand when the engine is off and stops turning when the engine is running with the lever out of gear.
Any advice would be much appreciated.
