John Deere 1010 power steering

I just bought this tractor. It came with a FEL. I don't believe the power steering is working as should be. Can someone tell me how it operates. When sitting still the wheels will not turn. And also, it becomes very hard to steer while moving slow and there seems to be alot of play in the steering. Any help would be appreciated as I am not mechanically inclined but am willing to learn.
