If you are turning the bolts I'd stay away from too much torque or you'll just break them off. Get a torch and heat them up red hot then spray with penetrating oil to cool them fast. On the other hand, if you're trying to turn nuts off then end of the bolts, I'd go at them with either a big breaker bar/cheater or just grind them off.
